Yahoo Answers Has Changed There Policy Around Regarding Deleting Questions
They Use to Have a Edit Menu Which Allowed you to Delete your Question
Edit Menu is Now Gone
Now the Delete Button is On the Right Side of the Question Next to Add Details
Before you Use to Be Allowed to Delete it Unless its Been Resolved or In Voting
Thats No Longer the Case Now

After That you Can Not Delete your Question Anymore
Why Can you Not Delete it Anymore After its Got a Answer On It
Yahoo Probably Wants to Give Other People a Chance to Answer the Question
A Lot of Times People Have Clicked on a Question And They Went to Answer it than Discovered Once they Go to Submit There
