How Come Other People Have Followed more Than That ?
They May Have Followed More People Than That Before This Change Was Made But They Wont Be Able to Follow Additional People

Besides That If you Follow and Unfollow A Lot of People Really Fast Instagram May Flag your Account
And you May Not Be Able to Follow Anybody if This is The Case Wait Until the Next Day and Than Try Following People Again
Becareful When Following And unfollowing People Dont Mass Follow And Unfollow People that Can Cause you To Get Blocked
